Abstract
Este trabalho demonstra como as coalizões de interesse orientam os processos de liberalização econômica, considerados por seus proponentes como “distributivamente neutros”. O trabalho visa realçar como essas coalizões de poder exercem sua influência no curso das reformas liberalizantes, agindo para desmantelar os sistemas de seguridade social e institucionalizar os objetivos da austeridade fiscal através de medidas constitucionais. Em vista da experiência de alguns países latino-americanos com essas reformas, este trabalho destaca o caso chileno como paradigmático dos processos de liberalização orientados pela ação estratégica dessas coalizões. Em seguida, o trabalho se debruça sobre o recente caso brasileiro de reformas orientadas para o mercado. Conclui-se que, além de guardar semelhanças com o caso chileno, as reformas produzidas recentemente no Brasil criam efetivas condições para uma guinada mais liberal na orientação das políticas sociais ao introduzir um limite constitucional para o crescimento das despesas públicas.
