Après le refus d’organiser le référendum promis, se pose la question du sort des populations : que faire des Allemands présents en Alsace et des Alsaciens qui s’étaient compromis avec le régime du Reichsland ? Dès décembre 1918, les mairies distribuèrent des cartes destinées à classer les populations en quatre catégories suivant des critères ethniques.Sous la pression de la rue chauffée à blanc par une presse revancharde, des commissions de triage qui avaient déjà fonctionné dans les vallées vosgiennes libérées en 1914, furent instituées, chargées de juger des milliers d’Alsaciens accusés d’avoir fraternisé avec le régime allemand et de s’être montrés deutschfreundlich, amis des Allemands. Ces commissions, au nombre de douze pour le Bas-Rhin, fonctionnèrent pendant six mois, jusqu’à ce que le Commissaire général Alexandre Millerand mit un terme à leurs travaux.Parallèlement eurent lieu des expulsions sauvages. En janvier 1919, Clemenceau les règlementa et confia leur organisation aux forces militaires de la IVe Armée. C’est ainsi que près de 45 000 Allemands sur les 130 000 installés en Alsace furent renvoyés dans leur état d’origine, dont les deux tiers étaient établis à Strasbourg. Les expulsions touchèrent en priorité les anciennes élites du Reichsland, mais affectèrent également fortement le monde ouvrier. Le souvenir de ces mesures a entretenu un ressentiment durable vis-à-vis de la France et a contribué à donner naissance au malaise alsacien.
