Abstract
This article complements an article to appear in the journal: Nouvelles pratiques sociales (Montreal). The author analyses the way in which public policy is elaborated and implemented in local areas and suggests a combination of approaches. The article comments on some of the data from ASCO (Action sociale des communes et intercommunalites) survey and shows that in rural environments, social intervention is principally aimed at target populations at the two extremes of life with particularly strong attention to children and young people over the past few years. The author suggests that initiatives and local experiments should be studied on the basis of a three-point view of knowledge and sources of information. While presenting what has been done in Bourgogne and also in two Canadian provinces, the author emphasizes the importance of promoting participatory approaches to account for the expression of residents of low-density rural areas. It is also important to understand how social workers, non-profits, and elected representatives are capable of adapting their work so as to counteract the social isolation of the most fragile groups and to improve their quality of life.
