Is results-based management a legitimate mode of school regulation in the eyes of teachers? A qualitative investigation in four school systems

Abstract
The goal of this contribution is to investigate how teachers make sense of results-based management policies. Which types of legitimacy (moral, pragmatic and cognitive), if any, do they grant these policies? A qualitative analysis was conducted on the discourse of 53 elementary school teachers from 4 francophone educational contexts, each with distinct results-based management policies. These contexts are in Switzerland (N=16), in Belgium (N=12), in Quebec (N=11) and in Ontario (N=14). Our analysis identifies the many ambivalences of teachers with regards to the moral principles justifying these policies, the underlying theories and cognitive presuppositions associated with them as well as the concrete incidences they have on their work.
