Az Innováció Európai Fővárosa versenyt pilot jelleggel 2014-ben indították útjára, célja a legjobb városi innovációs ökoszisztémák kiválasztása és támogatása.Az Európai Unió iCapital díja elismeri és jutalmazza a városok egyedülálló hozzájárulását az európai jóléthez, kiemelve a helyi közigazgatás fontosságát a társadalmi gazdagság elérésében.Az eddigi innovációs fővárosok -Athén (2018), Párizs (2017), Amszterdam (2016) és Barcelona (2014) -olyan innovatív megközelítéseket követnek, amelyek a városokat az önrendelkezés, fenntarthatóság, körkörösség, rugalmasság és okosság terén egyaránt fejlesztik.Ezeken túl a díj támogatja a helyi önkormányzatok új megoldásokat alkalmazó kezdeményezéseit, amelyek célja a hatékonyabb együttműködés.A pályázati feltételek alapján több mint 900 város jogosult a versenyben való részvételre az Európai Unió és a Horizont 2020 programhoz társult országok területéről.Az elmúlt években összesen 150 értékelhető pályázat érkezett be, amelyek között volt néhány újra benyújtott pályázat is.Az éles nemzetközi versenyben -hasonlóképpen más, közvetlenül az Európai Bizottság szintjén kezelt lehetőségekhez -a közép-és kelet-európai (kiemelten a visegrádi) országok részvételi aránya relatíve alacsony.Egyre erősödik azonban a Horizont 2020 programhoz társult országok aktivitása.A 2018. évi (legutóbbi) pályázati körben 16 országból 27 versenypályázat érkezett be, amelyek közül 26 volt értékelhető.Az EU13 (újonnan csatlakozott) országokból a pályázatok kevesebb mint 10%-a
