Gabriel Hanotaux est vice-président du Comité du secours national, fondé le 4 août 1914 sous le patronage du président de la République. Il crée le Comité du secours national de l’Aisne et en prend la présidence. Il voyage dans l’Aisne, dresse un état des urgences : approvisionnement en blé, en charbon, imminence de la campagne betteravière, secours à apporter aux femmes, nécessité de vestiaires, de repas, de relogement, d’allumettes, de sel et de sucre, d’essence pour le transport. Il rend compte au Comité national et au gouvernement à Bordeaux, se met en relation avec la Commission for Relief in Belgium (le CRB), le Comité France-Amérique, les banques américaines (Morgan, etc.), les Canadiens, l’Espagne, pour organiser l’achat, le transport et la distribution. Grâce aux carnets personnels de l’historien (en partie inédits) et à quelques dossiers d’archives, il est possible d’appréhender le réseau international qui a permis cette action au service des plus démunis.
