Abstract
La guerre froide a longtemps gelé tout processus démocratique en Afrique, y compris dans les pays où des Africains ont libéré leurs pays, les armes à la main. À la chute du mur de Berlin, le vent démocratique de l’Est a soufflé timidement et tardivement vers le Sud. Dans les années 1990, des conférences nationales souveraines ont semblé ébranler les palais d’autocrates souvent cooptés ou adoubés au pouvoir par les anciennes puissances coloniales. Un leurre. Non seulement les présidents « sortants » ont repris la main, mais les plus anciens au pouvoir ont verrouillé toute alternance en ayant appris à jongler avec des constitutions importées. D’autres ont dû affronter l’opposition de leurs anciens compagnons de route, soutenus par des sociétés civiles de mieux en mieux organisées et informées grâce aux réseaux sociaux. La vraie nouveauté est la montée en puissance d’une jeunesse urbanisée et mondialisée en phase avec des diasporas très politisées.
