Abstract
Les mesures prises par l’État pour favoriser l’accès au logement sont de deux sortes. D’une part, l’État construit et administre lui-même des logements. D’autre part il apporte son aide, par une assurance-prêt hypothécaire, des prêts et des subventions, aux personnes qui construisent ou administrent des logements. Le régime de location des logements à loyer modique est soumis à certaines particularités, en particulier relativement à la sélection des locataires, à la durée du bail et au montant du loyer. Les mesures prises par l’État fédéral et par l’État québécois sont intéressantes et utiles, mais ne manifestent pas une véritable philosophie en matière d’habitation. Il est regrettable, de plus, qu’elles aient pour effet de supprimer l’initiative de collectivités locales. On peut se demander par ailleurs, si la construction de logements sociaux représente vraiment une solution aux problèmes de l’habitation.
