No contexto da transnacionalização da economia e da constituição da sociedade informacional, inovações tecnológicas revolucionam a comunicação, a sociabilidade e as cidades, alterando-lhes as configurações espaciais, a dinâmica urbana, o acesso à cultura e aos equipamentos. A cidade capitalista, e a brasileira, principalmente, continua a apresentar velhas questões sociais: desigualdades, segregação e pobreza numa dialética da exclusão/inclusão sociais.
