Abstract
Située sur une des routes maritimes les plus utilisées au monde, la Corne de l’Afrique est une étape essentielle du projet chinois Nouvelles routes de la soie (Belt and Road Initiative – bri ) en Afrique. Dans cette région, il se traduit par un afflux de contrats de construction dans les infrastructures portuaires et ferroviaires. Nous proposons ici de renverser le regard et d’analyser la stratégie des acteurs locaux en mobilisant le concept d’extraversion. L’asymétrie des relations entre la Chine et les pays de la région n’est pas subie. Elle est acceptée et devient même un mode d’action pour les régimes locaux. Nous nous intéresserons plus particulièrement aux relations entre la Chine, l’Éthiopie et Djibouti. Ces relations sont basées sur un partenariat économique et politique. Les Nouvelles routes de la soie renforcent un ordre régional établi autour de la puissance régionale éthiopienne.
