AUD merupakan lembaga pendidikan yang banyak dikembangkan oleh masyarakat dalam rangka membantu mensukseskan program pemerintah dalam bidang pendidikan, khususnya pendidikan anak usia dini di selurh pelosok tanah air. PAUD berbasiskan masyarakat artinya PAUD yang dikembangkan oleh masyarakat, dimana masyarakat merupakan subjek pendidikan dan bukan merupakan objek pendidikan. PAUD yang dikembangkan masyarakat ini merupakan jawaban dari kebutuhan masyarakat karena pentingnya PAUD di wilayah tempat tinggal mereka, tidak hanya berada di kota kota saja, namun PAUD harus menjangkau di seluruh pelosok desa. Sehingga PAUD berbasiskan masyarakat ini dapat berada di tengahtengah masyarakat yang menjadi sebuah kebutuhan masyarakat,dan masyarakat saling menjaga keberlangsungan PAUD tersebut.
