Abstract
Les relations sino-africaines sont passées d’une politique d’aide au développement de l’Afrique par la Chine à une coopération globale, aussi bien politique, économique, sociétale que culturelle. Dans ce cadre, l’Institut Confucius et ses nombreuses antennes sont devenus des relais par lesquels la Chine déploie des activités relevant de sa diplomatie publique, par lesquels elle communique vers et avec les populations africaines, notamment pour renforcer le soft power chinois. Cet article analyse l’hybridité des activités et des stratégies communicationnelles de l’Institut Confucius qui conjuguent des dimensions verticales propagandistes et horizontales relationnelles, voire affectives. Cette diplomatie publique s’exerce « tous azimuts », du niveau des élites décisionnelles politiques, économiques et intellectuelles et des hauts potentiels, jusqu’à celui des simples citoyens, notamment les étudiants.
