Abstract
캐나다 연방정부의 영어와 불어를 공식어로 인정하는 이중언어주의를 바탕으로 한 다문화주의 정책에도 불구하고, 퀘벡 주는 1977년 발표한 불어헌장법 101(Quebec Charter Bill 101)이후 불어만을 공식어로 인정하고 불어권 문화를 보존하고자 하는 정책을 40년간 유지하고 있다. 본 연구는 퀘벡의 사회역사적 배경이 현재의 지역성에 미친 영향을 연구하였다. 우선 불어와 불어권 문화 정책의 역사적 배경을 살펴보고 이러한 정책의 실현을 위해 실시하고 있는 언어제도와 문화 제도를 조사하였다. 또한, 캐나다 퀘벡 주의 주요한 두 도시인 퀘벡 시와 몬트리올지역을 중심으로 언어와 문화적 상황을 경관과 함께 살펴보았으며, 마지막으로 퀘벡 주의 언어문화 정책이 현재의 사회에 미치는 의미를 논의하였다. 지역주의 정책에 기반을 둔 일관된 민족 정체성을 유지하고자 한 퀘벡 주의 노력은 타언어권과의 다소 반목을 초래할 수 있으며 사회적 경제적 손실을 가져오기도 하지만, 세계화의 불평등과 지배권에 거스르는 그들의 선택에 따른 사회정치적 현상으로 볼 수 있다. 퀘벡 주는 역사적 맥락에서 파생된 지역성을 최대한 발휘하여 유연하게 세계화와 지역주의의 융합을 추구하여 언어와 문화의 정체성을 유지함과 동시에 다문화사회에서 자신의 위치를 확고히 하고 있음을 알 수 있다.
