Cet article examine la possibilité de théoriser le capacity building et de lui conférer des accises scientifiques à partir de l’étude du cas de l’aéroport d’Ottawa. Le capacity building englobe un vaste éventail de pratiques et d’actions visant à créer des capacités nouvelles chez les individus, dans les organisations et dans les territoires concernés. Les aéroports constituent des vecteurs importants du développement économique des territoires sur lesquels ils sont implantés et contribuent au renforcement des capacités locales. Les activités du secteur de l’aviation agissent ainsi comme des leviers de construction de capacités à l’échelle locale, ce qui suggère l’existence d’un lien entre la performance des aéroports commercialisés et le dynamisme économique du territoire. Cette création de valeur locale est associée au concept du capacity building tel que les spécialistes du développement le conçoivent. Classification JEL : R49
