Abstract
Comment comprenons-nous les moteurs de la politique intérieure en matière de réfugiés dans les États africains ? Cet article s’appuie sur les cas du Kenya et de la Tanzanie pour affirmer que les modifications apportées à la politique d’asile des deux États résultent principalement de facteurs internes, souvent sans lien avec les réfugiés. Tandis que des facteurs internationaux, comme la réaction de la communauté internationale à l’arrivée massive et à la présence prolongée de réfugiés, ont contribué aux réponses politiques, d’autres, telles que la démocratisation et la libéralisation économique, ont joué un rôle plus central. Cette analyse suggère des enseignements importants pour l’engagement futur en matière de protection et des solutions pour les réfugiés dans le contexte africain.
