Abstract
Dès l’implantation de la présence française en Indochine au XIXe siècle naquirent des enfants métis, fruits de relations sexuelles passagères ou plus durables, amoureuses ou forcées, entre des Européens et des femmes du pays. Pendant la guerre d’Indochine (1946-1954), la présence d’un important corps expéditionnaire français accrut considérablement le nombre d’enfants eurasiens et africasiens ; en même temps s’aggravait leur problématique intégration dans une société vietnamienne s’affranchissant de la domination coloniale. Différents acteurs (notables, militaires, associations), peu ou prou soutenus par l’État, se refusant à abandonner ces enfants, entreprirent de les envoyer en métropole. Une migration forcée de plus de 5 000 enfants métis fut ainsi organisée à partir de la fin des années 1940 par la Fédération des Œuvres de l’Enfance Française en Indochine (FOEFI). Grâce à des archives inédites, il est possible d’interroger les motivations et les objectifs visés par cette association investie d’un biopouvoir par l’Etat. Dans un premier temps, les promoteurs de ce déplacement contraint ont vu dans les enfants métis des traits d’union entre la France et leur pays de naissance. Puis, la décolonisation étant inéluctable, le projet biopolitique colonial se transforma en projet postcolonial. Il s’agissait désormais d’assimiler les enfants métis, quel que soit leur âge, pour en faire des femmes et des hommes adaptés à la société française.
