Abstract
La décentralisation se donne en France, dans le discours de ceux qui l’ont décidée et la mettent en oeuvre, comme une opération de sauvetage des solidarités de proximité que trente années d’hyper-centralisme sous la Cinquième République avaient brisées. Afin d’éviter l’éclatement — voire la mort — du social, le politique se « met dans tous ses états » pour réintroduire des enjeux dans un social devenu trop fonctionnel. Force est de constater que cette réponse partielle à la crise du social porte en elle les germes de cette crise et qu’elle en implique la reproduction. Ainsi posé, l’éclatement du social et les différentes crises qui sont à son origine, crise de l’État, crise des savoirs, apparaissent comme des nécessités absolues à un nouveau mode de production du « social » basé sur la négociation et le « marché ».
