Cet article rompt avec le cadre théorique dominant qui souvent décrit la République d’Haïti comme un État failli, maudit, fragile. En s’appuyant sur des entretiens et des récits de vie menés auprès de femmes haïtiennes, sur la lecture de documents de projets post-séisme concernant les femmes et des discours circulant sur elles après la catastrophe dans les espaces décisionnels, l’article analyse les liens intimes existant entre les décideurs politiques des deux sexes, les ONG et les rapports de sexe dans la société haïtienne. Cette lecture haïtianocentrée permet d’isoler une compréhension du concept de gouvernementalité et de construire le concept d’irresponsabilité saisie comme une compétence de dominant. Cette situation montre que la position traditionnelle occupée par ces décideurs dans les rapports inégalitaires dans cette société les empêche d’endosser les problèmes de la population qu’ils reportent dans les familles sur les femmes avec le concours des ONG. L’irresponsabilité de l’État haïtien doit être saisie comme une forme paradigmatique du politique, une autre forme de gouvernementalité au même titre que la responsabilité, dans un contexte où l’État refuse de manière historique d’assumer son étatisation.
