Cet article propose d’évaluer la manière dont l’émergence de projets coopératifs de production d’énergie renouvelable a fait évoluer les régimes de politiques publiques nationaux dans deux pays souvent désignés par la littérature comme des « modèles » de politiques publiques énergétiques opposés : la France, idéal type étatique centralisé et le Danemark, idéal type coopératif. En mobilisant une enquête par entretiens et par analyse de documents de politique publique, l’article étudie les réactions des deux régimes à cette « nouvelle donne ». Il ressort de cela que les perspectives de redistribution du pouvoir au sein du secteur énergétique, portées par ces projets coopératifs, ont été neutralisées dans les deux cas, au fil de trajectoires qui sont cependant contrastées. Au Danemark, l’intégration des projets coopératifs dans le marché de l’énergie a été précoce, mais ces derniers se sont retrouvés progressivement marginalisés avec la disparition de la « majorité verte » qui les soutenait. En France, la prédominance d’une production d’électricité centralisée et la faible influence du parti écologiste ont empêché, dès l’origine, la levée des multiples barrières au développement de projets coopératifs. Elle les cantonne encore aujourd’hui aux marges du secteur énergétique.
