Abstract
Cet article propose d’analyser la gestion des risques environnementaux sous l’angle du rapport entre les modes de régulation nationaux et leur déclinaison à l’échelle des territoires. Dans le cadre des risques environnementaux, la valeur d’un paysage peut s’avérer plurielle en fonction de la qualification du dommage perçu sur l’espace initial. D’une part, un paysage soumis à un risque peut être perçu comme répulsif dans le cas par exemple de risques qui affectent un site touristique, mais il peut retrouver une nouvelle attractivité au regard d’un prix du foncier inférieur à celui constaté dans des territoires voisins (Dauphiné, Provitolo, 2013). Dans cette perspective, il s’agit de questionner la façon dont le territoire et ses valeurs d’usage contribuent à impacter fortement la déclinaison de prescriptions en matière d’environnement. L’analyse s‘appuie sur trois anciennes mines d’uranium. Les résultats présentent trois configurations qui mettent en perspective le rôle majeur des usages locaux du paysage en matière d’évaluation de l’environnement.
