Abstract
O texto apresenta uma análise da cooperação Sul-Sul estabelecida entre o Brasil e Moçambique, tendo como centralidade a forma como o Brasil se constitui em vitrine para o modelo de desenvolvimento a ser transposto para Moçambique. O objetivo principal é demonstrar os problemas decorrentes da transposição de um modelo que na sua origem é passível de diversas contradições internas que têm provocado conflitos relacionados aos distintos projetos de apropriação da terra, da água e do subsolo. O encaminhamento da análise foi pautado em revisão bibliográfica, dados e informações de origem secundária e primária, oriundos de pesquisas de campo nos dois países. Os recursos naturais ao invés de se constituírem como potencialidade para a realização das condições objetivas e subjetivas de sua população tem sido convertida em alvo para centralização e concentração do capital. Ao invés de produção de riqueza, instaura-se a pobreza. No lugar de territórios de alteridade, instala-se a insegurança territorial. Territórios de vida, são convertidos em territórios esterilizados pela extração de commodities e/ou a implantação de megaprojetos de aproveitamento turístico que negam a existência das populações locais. Enfatiza-se a necessidade de construção de projetos de desenvolvimento que sejam pautados na soberania popular. Qualquer proposta que não esteja ancorada nas aspirações e necessidades do seu povo estará fadada ao fracasso. Sem a capacidade de autodeterminação territorial uma população não tem como garantir sua soberania popular.
