Abstract
25 janvier 1961, le gouvernement du premier ministre Jean Lesage dépose, à l'Assemblée législative du Québec, un projet de loi intitulé Loi ins, tituant une Commission Royale d'Enquête sur l'enseignement.L'Assemblée légis, lative adopte le projet le 28 février 1961.La sanction royale survient le 24 mars 1961.Le 21 avril 1961, le gouvernement nomme les membres de la Commission.Un observateur privilégié de l'époque, Arthur Tremblay, qui sera sous,ministre de l'éducation, constate que l'institution d'une commis, sion d'enquête sur l'enseignement se fait« sans heurt».La raison en est bien simple: « il en est question depuis si longtemps qu'un tel projet de loi ne peut pas ne pas rallier un large consensus dans le milieu et parmi les parlemen, taires » 1 • 24 Bulletin d'histoire politique, vol.12, n ° 2
