Abstract
Статтю присвячено вирішенню проблеми дефіциту якісної питної води на основі підвищення обсягів та ефективності очищення стічних вод підприємствами України в умовах рециркуляційної економіки. Метою статті є дослідження можливості зменшення еколого-економічних збитків від скидів забруднених стічних вод підприємствами України та збільшення частки використання очищених стічних вод у якості джерела таких ресурсів, як вода, енергія і поживні речовини. В основній частині статті представлено основні підприємства-забруднювачі України за 2018 рік. Головний акцент зроблено на зміні сприйняття стічних вод як тягаря для підприємств України на ресурс, який може бути корисним як для самого підприємства, так і для інших суб'єктів господарювання, у тому числі для водопостачання населення. У статті розглянуто основні сфери та характер впливу забруднених стічних вод, проаналізовано світовий досвід та сучасний стан в Україні у сфері водокористування та запропоновано основні напрями удосконалення інституційних умов з метою покращання ситуації. Представлено схему інноваційної трансформації відношення та поводження зі стічними водами. Приділено увагу ланцюжку цінності, який залежить від ступеня очищення стічних вод та відповідно розширення сфер використання водних ресурсів. На кожному етапі відновлення зростає вартість реклеймінгу, але разом з тим, підвищується цінність використання води. Виділено структурні елементи еколого-економічного збитку від забрудненої води, який запропоновано розглядати як додаткові витрати на його елімінацію та компенсації. Визначено критерії ефективного управління стічними водами та приведено успішні приклади застосування реклеймінгу на підприємствах України.
