Abstract
Esse artigo pretende destacar as semelhanças e distinções nas estratégias de desenvolvimento econômico entre Quebec e o Brasil a partir da década de 1960. O texto utiliza de uma ampla revisão de literatura e dados estatísticos para fazer o estudo comparativo. As políticas neoliberais, tanto no Quebec como no Brasil, apesar de seu desejo de limitar o intervencionismo do poder central, não impediram a manifestação da dinâmica territorial. Tanto para o Quebec quanto para o Brasil, o governo central (Ottawa e Quebec - Brasília) foi chamado a desempenhar um papel decisivo até a virada neoliberal dos anos 1980. De fato, os fracassos das intervenções centralizadas justificaram as críticas das políticas intervencionistas de caráter regional, dando origem à abordagem ascendente do desenvolvimento. Mesmo assim, as políticas de desenvolvimento territorial ganharam espaço e se apresentam como uma alternativa para os territórios periféricos.
