Abstract
Au cours des 15 dernières années, l’Office de consultation publique de Montréal (OCPM) a organisé une vingtaine d’exercices d’amont ou d’aval sur des projets de planification détaillée, notamment des programmes particuliers d’urbanisme (PPU) ou des plans de développement urbain, économique, et social (PDUES). Ce type de consultation a donné lieu à de nombreuses initiatives innovantes visant à mobiliser le public et l’inciter à participer au débat. Cet article fait le point sur les pratiques de l’OCPM en ce qui a trait à l’engagement citoyen dans la planification du territoire et présente les leçons tirées du passé tant en ce qui concerne l’évolution des méthodes de participation citoyenne que les effets de cette participation sur les projets. En cette période d’explosion des méthodes d’engagement numérique, les auteurs désirent aussi faire ressortir des expérimentations, mises de l’avant à l’Office, jugées porteuses pour la participation et évaluer l’évolution de la participation depuis l’avènement de ces méthodes.
