Les conseils citoyens constituent les derniers-nés des dispositifs participatifs de la politique de la ville. Cet article constitue l’introduction à un dossier thématique sur le dispositif. Elle revient sur sa genèse, ses caractéristiques, ses paradoxes. À partir des évaluations déjà produites ailleurs, d’une mise en perspective des différents articles du dossier et d’une présentation des enjeux du dispositif au regard de la question de la participation, en particulier dans les quartiers populaires, elle montre pourquoi et comment les conseils citoyens peinent à renouveler l’offre participative, et ce en dépit des promesses qui ont présidé à sa création.
