Si la fabrication des publics est un aspect central de la participation, sa boîte noire a rarement été ouverte. Résultant d’une sollicitation politique, les conseils citoyens (CC) relèvent de cette logique de production institutionnelle d’un public. Nourris des acquis des sciences sociales sur la participation et des effets censitaires qu’elles mettent en exergue, les CC cherchent à impliquer les « sans voix » par le moyen, en autres techniques, du tirage au sort, censé extraire de la population un public de profanes. Cependant, face aux difficultés de recrutement, loin d’être une étape inaugurale, la fabrique du public des CC est un work in progress courant sans cesse après son public.
