Les tables de quartier sont des espaces d’échanges, de débats et d’actions collectives qui rassemblent les associations et les habitants mobilisés à l’échelle du quartier, et qui existent depuis les années 1980 au Québec. En France, elles sont d’abord recommandées par le rapport « Bacqué-Mechmache » sur la politique de la ville en 2013. Puis, une dizaine d’entre elles sont lancées en 2014 dans le cadre d’une expérimentation nationale sur trois ans, portée par la Fédération des centres sociaux et socioculturels de France et la coordination Pas sans Nous, et financée par le ministère de la Ville. Le présent article se propose d’analyser le passage du rapport à l’expérimentation. Les trois acteurs en jeu, aux profils très différents, ont négocié une dynamique qui s’éloigne en plusieurs points de la proposition initiale. Au sein de ces ajustements opérés à l’échelon national, on observe un rétrécissement de la portée conflictuelle des tables de quartier et une valorisation de la logique partenariale, témoignage d’une forme d’institutionnalisation relative de la dynamique.
