Abstract
Global Affairs Canada has provided several million dollars to support mediation efforts in places such as Sudan, Afghanistan, Pakistan, Colombia, Central America and the Congo. This includes providing millions more toward building the in-house capacity of the United Nations Mediation Support Unit, to develop the mediation support capacity of the Organization of American States and to help establish mediation support mechanisms in the African Union and the Economic Community of West African States. There are several practical problems with putting mediation first and they start with the need for a national mediation policy to guide middle power efforts. Any commitments made must be consistently backed up by actions that are properly resourced in order to be considered a credible and serious mediator. The Arab League and Gulf Co-operation Council have taken a necessary step forward in becoming relevant by sending mediators to try to resolve political crises in Syria and Yemen.
