Abstract
Being a relatively small country and adjacent to the United States, the distinction between domestic airlines and international airlines in Canada is somewhat blurred. Two major carriers dwarf the activities of the other airlines. These are Air Canada and Canadian Airlines International. The regulation of the Canadian airlines began in 1919 when the Federal Air Board was established to certify pilots and aircraft. Economic regulation, in the true sense of the term, started in 1938 when the Transport Act of 1938 was passed. Earlier, the Department of Transport had been established in 1936. By this Act, the existing Board of Railway Commissioners was renamed the Board of Transport Commissioners. Jordan observes that during the period from 1938 to 1978, national carriers in USA and Canada were subject to the same full regulation with regard to entry, exit and prices. Airline safety had been always been a concern and used as an argument for regulation of airlines.
