La problemática de la imposición del libre comercio a los paises de América Latina como estrategia imperial (1) ha sido muy marcada fundamentalmente durante el primer mandato de George Bush (h) como presidente de los Estados Unidos. Esto se advirtió en tomo de la Cumbre de las Américas realizadas en abril de 2001 en Québec, Canadá, en la cual Estados Unidos logró que se fijara como fecha de inicio del proyecto ALCA (Área de Libre Comercio de las Américas) el mes de enero de 200S. En aquel momento las presiones fueron poderosas, en especial para con los paises latinos, fuertemente endeudados.
