Dans une économie parfaitement concurrentielle dans laquelle une ressource naturelle renouvelable est exploitée, la qualité optimale des droits de propriété correspond-elle toujours à des droits complets ou existe-t-il des situations dans lesquelles des droits partiellement définis et/ou partiellement protégés sont optimaux ? C’est la question à laquelle cet article se propose de répondre. En d’autres termes, cet article examine les mérites des droits de propriété partiels dans une économie avec ressource naturelle renouvelable par ailleurs parfaitement concurrentielle. La qualité des droits de propriété est définie comme la proportion de la ressource sur laquelle des droits sont définis et protégés; le reste de la ressource étant en accès libre. Identifier les situations où des droits de propriété partiels peuvent être optimaux est important pour les décideurs. En effet, les droits de propriété sur les ressources renouvelables sont généralement difficiles et coûteux à définir et à protéger parfaitement. Dans une économie décentralisée parfaitement concurrentielle avec ressource naturelle renouvelable et générations imbriquées, nous montrons que des institutions optimales peuvent se traduire par des droits de propriété partiels sur un stock de ressource. L’absence de droits de propriété conduit à une surexploitation, mais l’appropriation privée complète du stock de ressource peut conduire à une suraccumulation de la ressource. En d’autres termes, quand les ressources sont surexploitées en raison d’institutions trop faibles, les renforcer est nécessaire, mais la distance à des institutions optimales peut être plus courte qu’on ne le croit communément.
