Abstract
Pour beaucoup de députés, au-delà de leurs convictions philosophiques ou politiques, il s’agissait pour la plupart, à la suite d’un mouvement initial de sympathie pour le réformisme anglais, de ressusciter ou de maintenir un courant anglophobe dont les racines sortaient en réalité renforcées depuis au moins le milieu du siècle. Ces sentiments hérités d’anglophobie chez les députés se coulent dans la réalité des rapports entre révolution et contre-révolution et se réactualisent dans le contexte politique et diplomatique d’après 1792. Les principes de souveraineté générale, de droit des peuples à l’exercice de leur souveraineté nationale s’accordaient assez mal avec « l’impérialisme » politico-naval et la domination commerciale de l’Angleterre.
