Les jeunes NEEF : enjeux de définition et d’usage d’une catégorie d’action publique

Abstract
Cet article propose un état critique des lieux sur la construction sociale des jeunes qui ne sont ni en emploi, ni aux études, ni en formation (NEEF) en tant que catégorie de l’action publique et en tant que réponse à l’immobilité et à la pauvreté des jeunes. Après avoir défini l’activation en lien avec un régime de gouvernementalité, il met en évidence les conditions de provenance et d’extension de cette catégorie. Ce retour critique permet ensuite de repérer quelques prescriptions et enjeux normatifs des politiques d’activation et des pratiques d’intervention qui ciblent les jeunes NEEF d’aujourd’hui. Il permet en outre de remettre en question l’efficacité de ces politiques et pratiques en matière de mobilisation, d’accès à l’emploi et de lutte à la pauvreté.
