Entre 1989 et 2005, le régime d’aide sociale au Québec comportait des obligations relatives à l’occupation d’un emploi ou à la participation à des mesures de développement de l’employabilité. Durant cette période, des dizaines de milliers de prestataires ne s’étant pas conformés aux prescriptions de leur agent ou agente du ministère du Travail, de l’Emploi et de la Solidarité sociale ont vu leur prestation réduite. À partir d’une analyse des décisions rendues en appel par le Tribunal administratif du Québec à l’égard des prestataires sanctionnés, cet article propose de mettre en lumière l’irruption du virage néolibéral dans le dispositif de l’aide sociale, en s’attardant à la façon dont l’injonction à l’emploi est mise en oeuvre par les acteurs et actrices de ce dispositif.
