Abstract
La dénomination des enfants et adolescents migrants arrivés sans famille en France a une histoire, qui est aussi celle des mobilisations successives pour voir reconnu leur droit à une protection. La responsabilité de la protection de l’enfance, c’est-à‑dire des départements, a été entérinée dans les textes dans les années 2000, mais n’a cessé d’être contestée par de nombreux conseils départementaux. L’établissement d’un nouveau dispositif national d’accueil n’a pas mis fin à ces contestations ni levé les ambiguïtés de l’État quant au statut et aux droits de ces jeunes. Soupçon, dissuasion et discrimination restent bien souvent au cœur des procédures d’accueil.
