Abstract
There are serious misunderstandings about the Peace line (Lee Seungman line) in Japan. It is Japanese common understanding that a declaration of the Lee Seungman line is illegal against principle of ‘free on the high seas’. Utilizing recent Japanese official documents and materials, this paper clarifies such misunderstandings and studies details, background and history of the Lee Seungman line. Before the World War Ⅱ, many countries suffered from Japanese pirate fishing method or plunder fishery. Soon after the World War Ⅱ, keeping them in mind, USA announced Truman declaration and restricted Japanese fishery within the MacAthur line. These policies are welcomed by many countries and made worldwide trend to set exclusive fishery zone. Also, Korea declared it, Lee Seungman line to prepare for abolition of the MacArthur line. For these measures, Japanese correspondence was double standard. Japanese government accepted exclusive fishery zones decided by power countries such as USSR or China, also accepted a fishery treaty between USA, Canada and Japan, which posed restriction to Japanese fishermen only. But they never accepted exclusive fishery zone by the lesser power, Korea. This stance is contrary to Japanese pledge to avoid fishery of their own accord at preserved fisheries in and out Japan which Japanese did not fish in 1940 at. At that time, there was the preserved fishery off Korea. It was the regulated line by the Governor-General of Korea, similar to the Lee Seungman line.
