Abstract
Depuis la fin de l’URSS, la Fondation Soros a développé une intense activité d’aide à la « transition démocratique » dans tout l’espace exsoviétique, l’Europe de l’Est et en particulier l’Asie centrale. Son domaine d’intervention vise la reconversion structurelle et économique, l’assistance culturelle, sanitaire et sociale. Elle privilégie le soutien aux structures éducatives, culturelles et scientifiques existantes, insistant sur la transmission des savoirs, la promotion de l’éducation à la « démocratie » et à la « bonne gouvernance ». Le but de cet article est de mettre en évidence le rôle de cette organisation non gouvernementale (ONG) internationale, son impact et sa façon de percevoir son action sur le terrain, sachant qu’on lui prête un rôle significatif dans l’organisation et le financement de la vague des « révolutions de couleur » qui ont touché plusieurs pays de l’espace ex-soviétique provoquant l’évincement de certaines élites politiques.
