En 2018, le Lancet a publié un rapport qui estime que le changement climatique est la plus grande menace pour la santé. Selon l’Organisation mondiale de la santé (OMS), entre 2030 et 2050, le changement climatique entraînera près de 250 000 décès supplémentaires par an. Toutefois, dès l’origine, l’OMS n’avait pas vocation à traiter des enjeux liés au changement au regard de son mandat constitutionnel. Toutefois, face à l’ampleur des conséquences du changement climatique sur la santé et l’évolution du périmètre de la santé mondiale, l’OMS a vu son rôle, en termes d’expertise scientifique et institutionnelle, renforcé afin de développer une approche collective et multidisciplinaire sur ces deux enjeux intrinsèquement liés. Cette évolution interroge sur le rôle que l’OMS est en capacité, théorique et pratique, de jouer dans la lutte contre le changement climatique au regard de sa compétence juridique et, en particulier, dans l’application du règlement sanitaire international.
