Abstract
It is important to remember that first during a time of peace, colonies of first rank were to manage their internal affairs through local elected assemblies. At the beginning of the July Monarchy, the colonial empire was still small, Algeria had been only tentatively taken, there were Bourbon, Guiana and the Antilles, and a few posts in Senegal, Madagascar and India, and the little Newfoundland neighbors, Saint-Pierre and Miquelon. The July Monarchy won few laurels in the South Seas, where eighteenth century voyages had been always dignified, many times important. In the new islands of the Pacific and the Indian Ocean, the commerce was opened to ships of all nations as they had been before the July Monarchy seized them. The rivalry for ports of call was especially keen between Britain and France for the Sandwich Islands in the north Pacific and the Paumotu group and the Marquesas in the south Pacific.
