Abstract
En 2011, un référendum d’initiative populaire contre la privatisation de l’eau s’est tenu en Italie. Sur tout le territoire national, des mouvements sociaux ont été à l’origine d’actions organisées pour sensibiliser la population à l’importance d’inscrire l’eau dans la sphère du commun. À partir d’une recherche ethnographique menée en 2011 sur la mobilisation dans la région alpine du Trentin, cet article se donne deux objectifs. D’une part, il examine la façon dont le discours sur l’eau, bien commun a été élaboré, en conjuguant trois arguments différents : la crise du néolibéralisme, la tradition alpine des biens communs et les luttes sociales des peuples andins. Il informe donc sur les dynamiques de « globalisation de l’ethnicité » dans nos sociétés contemporaines. D’autre part, il analyse comment le discours développé au sein de la mobilisation italienne pour l’eau, bien commun remet en question les transformations récentes du service public et propose une refonte de celui-ci. Le service public devrait dès lors inclure à la fois le bien (commun) qu’il faut gérer, le service qu’il faut octroyer et de nouvelles formes de gouvernance basées sur la participation citoyenne.
