Les réformes entreprises par l’Inde à partir de 1991 ont eu un impact positif sur son économie. Elles visaient la libéralisation des échanges, en particulier avec l’étranger. Pouvons-nous alors avancer que l’Inde est passée d’une économie dirigée au libre marché, ou encore de la vision d’A. Gerschenkron à celle d’A. Smith ? L’examen des structures et des stratégies des 20 premières entreprises indiennes en 2016-2017, selon l’approche d’A.D. Chandler, permet de proposer quelques hypothèses. On voit, en effet, que les réformes ont favorisé plus la modernisation et l’expansion d’entreprises anciennes, issues de secteurs liés à la seconde industrialisation, que la création de firmes œuvrant dans des domaines technologiquement avancés. En outre, ces réformes n’ont pas éliminé les entreprises publiques ni même la participation financière de l’État dans le secteur privé. Il est vrai qu’en Inde la consommation de masse de produits nécessitant un savoir technique évolué n’a pris son envol que depuis une quinzaine d’années. Les entreprises indiennes s’y sont engagées prudemment, encore que quelques-unes aient pris le risque de la diversification. Mais en même temps, elles ont ouvert leurs portes aux pratiques managériales, elles se sont modernisées et internationalisées, tout en employant une main-d’œuvre bon marché. Si le libre marché a plus de poids qu’autrefois, l’évolution a été plus lente que prévu; mais elle s’accélère. Les grandes entreprises suivront le mouvement, mais il n’est pas dit qu’elles s’autonomiseront des interventions de l’État.
