Abstract
The trajectory of childcare policy in Canada is largely impacted by the differing social positions, governing ideologies and bases of power held by the political authorities and policy advocates that frame it. The framing of childcare not only influences the policy instruments utilised to address care deficits, but also reveals important information about the values, philosophies and perspectives that are supported on a national level. Currently, there are two opposing frameworks utilised to inform childcare policy in Canada: the social investment perspective and the feminist perspective. Families with young children will be impacted the most by the policy outcomes that stem from the choice of utilising a particular framework. Therefore, this paper addresses the question: if we want to create the optimal childcare system for Canadian families, should we approach this goal through a social investment or feminist perspective?
