Sous-traitance et bureaucratisation néolibérale : une analyse de l’interface de la distance dans l’accueil des demandeurs d’asile

Abstract
En mettant à l’épreuve de l’ethnographie les questions posées par la sous-traitance, cet article s’intéresse à la bureaucratisation néolibérale de l’accueil des demandeurs d’asile en Suisse. Sur la base des données récoltées dans deux structures d’hébergement cantonales gérées par des organisations privées, il étudie comment cette dynamique s’incarne dans le quotidien de la mise en oeuvre de la politique d’accueil. L’analyse montre que les pouvoirs publics et leurs mandataires sont de facto séparés par une « interface de la distance », composée principalement de trois rouages interdépendants : la gestion par les indicateurs, la définition de standards et une rationalité économique. Cet article interroge les effets de la délégation d’une tâche régalienne à la sphère privée, en ce qui concerne non seulement la conception de la politique publique, mais également la responsabilité et les opportunités de contestation. Il montre que la bureaucratisation néolibérale est à la fois une technologie de gouvernement permettant à l’État de se redéployer et une conséquence de son réaménagement continu.
