Développée par des chercheurs et muséologues français depuis le début des années 1970, la nouvelle muséologie a été étroitement étudiée dans le contexte de la pratique muséale comme un tournant du renouvèlement des pratiques professionnelles. Plus qu’un instrument du renouveau professionnel, la nouvelle muséologie a été porteuse d’un projet politique souvent occulté dans la littérature sur le patrimoine et la culture. Or, la nouvelle muséologie avait pour objectif de mobiliser le musée afin de favoriser l’intégration sociale des populations et d’utiliser cette institution dans le cadre de projets communautaires. La nouvelle muséologie prétendait que le musée pourrait transformer la société et participer aux politiques publiques. En revisitant ce débat sous l’angle des politiques publiques, cet article cherche à repositionner la notion et l’histoire de la nouvelle muséologie en la resituant dans son contexte politique en s’appuyant sur les cas de la France et du Québec. En s’appuyant sur des études de cas d’institutions muséales québécoises s’inscrivant dans la mouvance de la nouvelle muséologie, cet article illustre les stratégies et la contribution de ces musées dans le développement de nouvelles formes de participations publiques qui ont émergé comme un défi aux mécanismes politiques traditionnels qui prévalent. Ultimement, cet article tente de mettre en évidence les dynamiques transnationales à l’œuvre dans la circulation des modèles de l’action publique culturelle.
