Abstract
Un objectif général que doit poursuivre les ODD est de mesurer le progrès, quel qu'il soit, et cela de manière absolue. Car tout progrès doit être perçu, comme une avancée significative majeure. Concernant maintenant les progrès sur le plan humain, nous dirons que le capital social est une notion qui n'a pas été suffisamment exploitée, de même que la prise en compte de caractéristiques sociales particulières pour mesurer les progrès enregistrés dans ce domaine.
