Abstract
Transparence, expertises pluralistes, participation aux décisions… où en sommes-nous dans l’application des textes réglementaires internationaux, européens et français ? La société civile a-t-elle su s’emparer de son droit d’accès à l’information et de participation aux décisions pour comprendre, participer et interagir dans le domaine du nucléaire ? L’ANCCLI dresse un état des lieux des outils réglementaires créés à cet effet et s’interroge sur la manière dont la société civile et les acteurs du nucléaire se les sont appropriés ces dernières années, pour en faire de véritables outils d’action : quels sont les constats positifs qui en sont ressortis, les points de vigilance et les points d’amélioration ? Entre l’urgence de trouver une solution qui est souvent mise en avant et la nécessité de prendre le temps de s’informer, de monter en compétence et de se concerter, la société civile est en attente de davantage de sincérité, voire d’humilité de la part des acteurs du nucléaire. Mais elle est aussi et surtout soucieuse que sa participation soit effectivement prise en compte dans la prise de décision.
