Entre milieux urbains et ruraux, les disparités augmentent au Québec comme ailleurs en occident, plusieurs territoires ruraux faisant même face à la dévitalisation. Les études rurales s’interrogent abondamment sur les forces productives des territoires, mais omettent d’analyser les enjeux sociopolitiques qui les déterminent. La recherche portant sur le fédéralisme et la décentralisation s’attarde essentiellement à l’allocation des ressources de l’État en fonction de ses composantes juridictionnelles, occultant du même coup plusieurs dynamiques informelles locales. On se retrouve ainsi devant un processus de décentralisation affectant immanquablement les capacités de développement des territoires, mais sans saisir la façon dont les collectivités locales s’approprient les espaces politiques libérés par ce processus de décentralisation. Mobilisant la théorie des communs, cette recherche exploratoire propose une analyse des droits régissant les ressources communes du territoire de Charlevoix. S’appuyant sur la notion de rationalité situationnelle, il s’agit de comprendre comment les normes sociales institutionnalisées conditionnent les choix collectifs des acteurs et quels sont, en retour, leur potentiel d’influence sur les institutions. En matière de développement rural, les contraintes structurelles des choix collectifs seraient 1) une démocratie représentative municipale inopérante; 2) un partage ambigu des compétences découlant d’une définition imprécise du développement local; 3) une fiscalité municipale plaçant les territoires en compétition, les incitant à pratiquer un urbanisme fiscal et encourageant des comportements égoïstes au sein de la communauté locale. Cette recherche exploratoire s’inscrit plus largement dans la discussion voulant dépasser la dichotomie socialisme/libéralisme à la base du débat sur le rôle de l’État.
