Tandis que la promenade urbaine tend à définir un type d’aménagement spécifique constituant « une nouvelle tendance urbaine », la notion d’attractivité fait florès. Considérée comme un levier du développement des territoires, elle tend à devenir incontournable dans les stratégies territoriales et dans les discours des élus. Au-delà de la volonté de satisfaire les usagers, on note celle de créer des centralités attractives tout en offrant des espaces de qualité. L’objectif de cet article est de montrer, à travers l’aménagement de promenades urbaines en front de mer algérois, que la fréquentation et l’usage d’un lieu résultent de multiples facteurs. La volonté des acteurs participant à la fabrique formelle de la ville est déterminante, dans la mesure où l’aménagement influence les pratiques et que la réglementation les conditionne – ce qui n’empêche pas la spontanéité usagère. L’aménagement de la promenade des Sablettes sur un ancien terrain vague et délaissé de la baie d’Alger a engendré un attrait particulier, stimulé par une offre d’espaces entretenus et sécurisés donnant lieu à de nouvelles formes d’urbanité.
