Compreender se existe em Portugal uma conjuntura propicia à formulação, implementação e institucionalização de políticas alimentares e de que modo as práticas de Agricultura Urbana existentes podem potenciar esse processo são as questões examinadas neste artigo. A análise é suportada num inquérito a 16 autarquias locais que identificou áreas de constrangimento e potenciadoras ao desenvolvimento das iniciativas locais. Argumenta-a que a literatura é omissa em relação ao contributo da sociedade civil na formulação e desenvolvimento das políticas alimentares. A relativa fragilidade da sociedade civil Portuguesa comparativamente a outros países pode explicar porque ainda não foram formuladas políticas públicas à escala local em Portugal. Este argumento é ilustrado através de dois estudos de caso internacionais, Toronto e Paris. Os resultados confirmam um conjunto de oportunidades à escala nacional e local, não obstante as debilidades existentes. Tomando como referência os exemplos internacionais, sugere-se uma maior intervenção da academia na capacitação e inclusão dos atores relevantes na formulação, implementação e institucionalização de políticas alimentares em Portugal.
